From the Strategic Procurement Office, we help small and medium-sized enterprises, self-employed individuals and social economy organisations to improve their knowledge and capabilities for tendering. We do this through specialised training and expert advice.

At the Office for Strategic Procurement, we help you find suppliers from the social economy and also design your Responsibly Business Procurement Plan.
Have you been awarded a contract that includes a clause requiring the employment of people facing significant barriers to the labour market, and would you like to know how to comply with it?
Whether the tender documents include this clause, a clause promoting workforce diversity, or a clause requiring subcontracting with social economy organisations, the Strategic Procurement Office and, more specifically, Barcelona Activa, are here to help and support you in meeting these requirements, either by referring suitable candidates or by helping you identify organisations within the social economy.
Towards more sustainable public procurement, towards strategic public procurement
Strategic procurement is that which safeguards its environmental and social impacts, in line with the strategies and values of the contracting authority. In addition to supporting businesses, the Strategic Procurement Office of Barcelona City Council supports the council's procurement promotion units in preparing tenders with a strategic perspective: proposing the inclusion of social and environmental clauses and measures to facilitate access for small and medium-sized enterprises, the self-employed and the social economy.
The Strategic Procurement Office is a municipal service coordinated by the Directorate for the Coordination of Public Procurement and Barcelona Activa.
